POSITION TYPE: Management

Reporting to: Chief Executive Officer

Location: Picton, Ontario (On-site Required)

 

In December 2021, PEC Community Partners purchased the 70-acre former historic WWII air training base in Picton, Ontario alongside 680-acres of greenspace surrounding the site. Since that time, the team has embarked on an ambitious revitalization program that includes the adaptive re-use of many of the heritage buildings; transformation of the landscape; and significant investment in placemaking, public art, programming, site activation and food & beverage. Today, Base31 is Prince Edward County’s hottest new cultural destination, attracting local, regional and national visitors. This year alone Base31 will has hosted over 200 events and experiences, ranging from big stage concerts to intimate performances by Canada’s top musicians; launched a major curated open-air food & drink market; and welcomed audiences to share in public art, galleries, illuminated after dark adventures, outdoor play spaces and programs for children, historic tours and bespoke group experiences. In 2025, Base31 will open a major new museum celebrating the site’s heritage and the role that it has played within the local community, the nation and globally. The historic site will continue to be developed over the coming years with a focus on culture and food that complements both the brand of the County and its growing needs, while welcoming visitors from near and far.

 

OVERVIEW:

This is a rare opportunity to join the founding team undertaking the revitalization of Base31, a new 70-acre cultural tourism destination under development as part of a larger 700-acre site in Picton, Ontario. The Head of People and Culture will play a vital role in building a people-first employer brand; overseeing recruitment on-boarding and performance management; managing human resource operations; developing/implementing human resource policies; and contributing to organizational leadership. This individual will be entrepreneurial, have experience with the tourism and service economies, build and maintain strong relationships to community partners, and have a relentless focus on positive workplace culture and experience.

Reporting directly to the Chief Executive Officer, this position will collaborate with all departments within Base31. As a key member of the leadership team, the role requires operational management expertise, deep attention to detail, and ongoing collaboration with internal teams and external stakeholders. The incumbent will be responsible for overseeing all aspects of human resources, including payroll, benefits administration, and Group RRSP management, ensuring continuity and excellence in HR leadership.

RESPONSIBILITIES

Human Resources Leadership

  • Provide continuity in maintaining and enhancing the organization’s strong employer brand.
  • Uphold and promote a workplace culture that fosters respect and supports equity, diversity, inclusion, and belonging.
  • Ensure a safe, secure, and productive work environment for all employees.
  • Maintain key relationships with business partners.

Recruitment, Onboarding, and Performance Management

  • Oversee recruitment strategies for full-time, part-time, and seasonal staff.
  • Manage recruitment platforms, systems, and employer review sites.
  • Collaborate with department managers to refine and implement effective onboarding processes.
  • Develop and oversee training and professional development programs.
  • Coordinate performance management processes, setting KPIs and providing constructive feedback to team members.

Human Resources Operations

  • Maintain complete and accurate employee records.
  • Oversee payroll processing to ensure timely and accurate compensation.
  • Administer employee benefits programs, including health, dental, and other insurance plans.
  • Manage the Group RRSP program, including enrollment, contributions, and compliance with regulatory requirements.
  • Collaborate with the Finance Department to ensure seamless integration of payroll and benefits within financial systems.
  • Monitor employee satisfaction and recommend improvements.
  • Develop and maintain HR reporting frameworks to inform strategic decisions.

Policy Development and Compliance

  • Update and maintain human resource policies in line with current legislation and best practices.
  • Ensure compliance with all employment-related laws, regulations, and requirements.
  • Promote awareness and understanding of Workplace Violence, Harassment, Discrimination Prevention Policy, and Health and Safety Policy among all employees.
  • Manage employee complaints and grievances, overseeing investigations as necessary.

Organizational Leadership

  • Actively participate as a member of Base31’s management team.
  • Contribute to strategic planning, management meetings, and organizational development initiatives.
  • Strengthen team culture and uphold the organization’s values.
  • Serve as a positive representative of the organization in all interactions with external stakeholders.

QUALIFICATIONS

Experience & Interpersonal Skills

  • Minimum of 8 years of experience in human resource management, including payroll, benefits administration, and Group RRSP management.
  • Deep understanding of the Prince Edward County community.
  • Strong commitment to maintaining an equitable, diverse, and inclusive workplace.
  • Highly organized with meticulous attention to detail.
  • Exceptional communication and interpersonal skills that build trust and foster strong relationships.
  • Ability to engage effectively with community stakeholders and the public to establish positive and productive relationships.
  • Proficiency with payroll and HRIS systems, as well as MS Office and Google Suite.
