Business Analyst (Financial Analyst) – Posting # 2025-35 (Full-time/Non-union)
Department: Prince Edward – Lennox & Addington Social Services
Location: Napanee
Supervisor: Supervisor/Manager as determined by the Director of Social Services
Hours of Work: 8:30 am to 4:30 pm, Monday to Friday
Salary Range: $67,012.40 to $78,387.40 per year plus a comprehensive benefit package (currently under review)

Prince Edward – Lennox and Addington Social Services (PELASS), a dynamic and progressive organization dedicated to strengthening communities through the delivery of Ontario Works, Children’s Services and Housing Services, is seeking a highly motivated, experienced professional to review programs and policies, perform research, data analysis, document preparation, funding submissions and Ministry reporting.
QUALIFICATIONS/EXPERIENCE:
· Post Secondary Education (College Diploma or University Degree in Business/Public Administration or in a related field (e.g. Human Services Management))
· Knowledge of early learning and childcare sector would be considered an asset
· Minimum two years experience with business and data analysis, or a related field
· Strong foundation in research, analytical, program planning and policy development, implementation and project planning
· Strong knowledge of budgeting, business accounting, financial processes/management and business planning
· Excellent organizational, interpersonal and communication (verbal and written) skills
· Ability to work independently with minimal supervision as well as in a team environment
· Ability to prioritize, and manage multiple issues and deliverables
· Proficient with computer software applications and advanced use of Microsoft Office Suite
· Possess a valid driver’s license with access to a personal vehicle
· Satisfactory attendance record, subject to the requirements of the Ontario Human Rights Code
DESCRIPTION/RESPONSIBILITIES:
The successful incumbent will operate within the legislative and regulatory standards as set out in the applicable provincial and municipal acts, and within the County of Lennox & Addington local policies, procedures, guidelines and regulations.
The primary duties include, but are not limited to:
· Review programs and policies related to Ontario Works, Children’s Services and Housing Services, and making recommendations for improvement
· Provide high-level financial funding forecasts and provide recommendations for service system management using Ministry funding allocations and guidelines
· Conduct operational reviews of child care providers
· Conduct quarterly reconciliation of funding provided to child care providers
· Review and determine the financial viability of child care operator applications for the Canada-Wide Early Learning and Child Care system (CWELCC)
· Research, analyze and seek out subject matter expertise through regional/provincial/national colleagues as well as working with consultants, as required
· Prepare formal reports and proposals; develop templates and manage lengthy documents
· Review financial and service data
· Assist with Ministry submissions, service contracts and reports
· Support and provide training for the child care operators on the Canada-Wide Early Learning and Child Care Cost-Based Funding approach
· Review audited financial statements of service providers
· Attend meetings, prepare minutes, create and distribute correspondence
· Maintain records management systems
· Handle and/or prepare material containing sensitive or confidential information
· Support the capacity to respond to information needs
· Any other duties or special assignments as requested by the reporting Supervisor, Manager or the Director of Social Services
